The Drugs Control Department is headed by a Drugs Controller who is looking
after the General Administration of the Department. There are two Deputy Drugs
Controllers(Vaccant), 05 Asstt. Drugs Controllers and 28 Drugs Inspectors.
Asstt. Drugs Controllers are the licensing Authorities.
The Licensing Authorities have quasi judiciary powers to take action against
licensees for violations of the provisions of Drugs & Cosmetics Rules, 1945.
Under these Rules, the Licensing Authorities can suspend or cancel the
licence(s). Their action is appealable to the State Govt., which is the
Lieutenant Governor in Delhi.
For the enforcement of various Drug Laws, Delhi State has been divided into
Five Zones. Each Zone is under the charge of an Asstt. Drugs Controller assisted
by 4-6 Drugs Inspectors under him. The Asstt. Drugs controller in-charge of each
zone is responsible for surveillance of all the activities of his Zone. He
guides, directs & supervises the work of each Drugs Inspector in his
zone.
In order to curb the menace of spurious and adulterated drugs, the Department
has an Intelligence cum Legal Cell headed by one Asstt. Drugs Controller.
The information is collected in the Cell from various sources for follow up
action. A Control Room has been set up in the Department where a Duty
Officer (a Drugs Inspector) remains on duty from 09:30 AM to 06:00 PM on every
working day. Telephone number of Duty Officer (22393705) has been given
vide publicity to enable the consumers to get grievances, if any, looked into
and redressed. Any information about spurious/ adulterated Drugs/Cosmetics
received in the Cell is promptly attended to. The Cell is keeping a strong vigil
on the quality of drugs moving in the market. The samples of drugs are test
purchased through watcher/decoy customers and they are screened for
identification test. Whenever a case of doubtful quality of drugs is detected,
immediate action is taken.
